No Walk-Ins Cobra Regional Youth Circuit (Region 3) / (Cobra Youth #6) Sunday, April 6, 2014 All fencers must be current competitive members of USA Fencing. Foreign fencers must be current members of their nation's fencing federation or posess FIE license. ================================================================================================================================================================== Tournament information communications: Important tournament information will be communicated through the FRED e-mail system. Visit askfred.net then go to "My FRED" to verify your current e-mail address. ================================================================================================================================================================== Follow live results at: http://www.cobrafencing.com/results ================================================================================================================================================================== The RYC (Regional Youth Circuit) tournaments are held throughout the season, similar to the Super Youth Circuit tournaments. There are NO national points awarded at Regional Youth competitions. These competitions are one of the possible qualification paths for Youth 10 and Youth 12 events at both the March and/or July NACs. Y14 winners qualify for Y14 at SN. Y8 is not an official USA Fencing category. RYC tournaments are open to current USFA competitive members eligible to fence in Open competitions and to foreign fencers with current FIE license. ----------------------------------------------------------------------------- Qualification Path for Y10/Y12 to the March and July NACs: Fencers must fence in at least one Regional or Super Youth Competition in the current season to be eligible to enter the same category and weapon at the March and July NACs. ----------------------------------------------------------------------------- Qualification Path to Nationals for Y14 from RYC: Place first in the Y14 event at a current-season RYC tournament [BoD, October 2010] In mixed events, only the first place finisher is recognized as qualified. ------------------------------------------------------------------------------ Regional Ranking Point System (RRPS) will be used for RYC events. No regional points are awarded in Y8 age category. End of season awards will go to highest ranked fencer(s) in each age group / gender per region. Regional point standings can be found at: (http://www.usfencing.org/page/show/698463-roc-and-ryc-rankings). Each of the 6 regions will maintain RRPS. Fencers can compete out of Region but will appear only on that Region’s Point List. Each participant is awarded Region 3 points at this RYC. The YDC has mandated that one can ONLY win the Regional Award for the Region they reside in. If an athlete competes in more than 3 RYCs in a given region, their best 3 results will count towards an athlete’s final Regional Youth Ranking. RYC tournaments will award points to all participants. Point allocations depend on the number of participants and the larger the field, the higher the points earned per placement. At the end of the season, ranking winners of each age group and gender in each of the 6 youth regions will be recognized by the YDC and US Fencing. These points are regional and will have no influence on the NRPS. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Cobra Youth Tournament Series. This is the sixth event in Cobra's series of youth tournaments throughout the season, providing an atmosphere designed to help you become a better competitor, promote positive competition, sportsmanship, and love of fencing. All fencers will earn series points (inversely based on size of event) and winners (top 3 in each age/weapon) will be recognized at the end of the season. Tournaments this season are scheduled for Sep 29 (RYC), Oct 20, Dec 8, Dec 22 (RYC), Mar 2, Apr 6 (RYC), June 8. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ REGISTRATION AND EVENT FEES Regular fee entry deadline is March 23. Late fee in effect Mar 24-27. Entry fee must be PAID to be considered complete. Unpaid (incomplete) pre-registrants will be removed from the "who's registered" list. If you wish to pay with personal check by mail or make any alternate payment arrangements, e-mail the organizer for payment instructions. • Regular fee entry period (Nov 9 – Mar 23): $25 registration + $25/event. • Late fee entry period (Mar 24 – Mar 27): $25 registration + $35/event • Walk-in (Mar 28-Apr 6) - SUBJECT TO SPACE: $80/event. Payment made at door (cash, or check payable to Cobra Fencing Club). No credit cards taken at door. REFUND POLICY The registration portion of the entry fee is non-refundable. Event fees will be refunded for an athlete who needs to withdraw and does so in writing before March 30, 2014. Notify Steve Kaplan at skaplan@touchtone.net and include mailing address. Arrive sufficiently early to be ready to fence when registration closes. Venue opens at 7:00 a.m. No official equipment check. Weapons are checked during pools and direct eliminations for all events. Parking is available in lot directly across street and also the parking lot at the southwest corner of 18th/Grove Streets. Once the main parking lot is filled there are three other parking locations: 1. You can park nose into the cyclone fence on 16th Street between Grove St. and Marin Blvd. Do not park in front of the sliding gate however. 2. There is a parking lot at the corner of Grove Street and 18th Street 3. You can go up the ramp located on Marin Blvd between 18th and 16th street. Do not block access to the truck bays. Stay to the right. If you are parking here drop off your fencer with a parent to check in. It's a 10 minute walk down the ramp and around the block to the Lackawanna Warehouse." Via Public Transportation: From Manhattan by train: PATH train from Manhattan to Hoboken. The walk would be about 20 minutes. Taxis available in Hoboken (appx 4 minute ride to Cobra). Have the cab take Observer Highway West and turn left on Grove St. The Lackawanna Warehouse is on the right-hand side between 18th and 16th St. If using NJ Transit, travel to Hoboken and follow directions above. EQUIPMENT VENDOR Blue Gauntlet will be on-site for equipment sales ARMORY Armory services will be available (for fee) FOOD Concession will be open with food, drinks, and healthy snacks available for purchase. TOURNAMENT FORMAT Bout Committee: George Janto, David Sapery, Lisa Campi, Cheryl Delaney • No formal equipment check. Weapons will be checked at the strip during pools and DE. Armorer will be on-site for repairs. • Y8 and Y10 fencers must fence with #0 or #2 blades, i.e no longer than 32 inches. • Must have at least two working weapons and two body cords. • Full USA Fencing regulation uniform required. Name is NOT required on uniform. Foil mask with conductive bib required. t.15 1. Fencers arm, equip and clothe themselves and fence at their own responsibility and at their own risk. • USA Fencing rules apply. http://www.usfencing.org/page/show/695208-rulebook • Ratings can be awarded, however youth events do not qualify for the E1 or D1 classifications. This means that these events are NR until they achieve C1 level or higher. See USFA ratings chart at: http://assets.ngin.com/attachments/document/0034/6264/Classification_Chart.pdf • Events will be mixed if less than 6 fencers of either gender • Events posted as mixed will be gender-separated if at least 6 fencers of either gender • Seeding for pool round is based on the Current National Youth Ranking (as of April 3, 2014) according to age group and weapon, then letter ranking with year classification, then fencers with neither points nor classification. Fencers with equal classifications will be randomized within each classification. Only ratings and points standings listed on the USFA website will be used. Pools: One preliminary round of pools comprised of the standard 5-touch bout in 3 minutes. 100% then advance to direct elimination round. Direct Elimination: DE tableau shall be comprised according to the results of the preliminary pool round. Y10 DE format: Y10 direct elimination bouts are for 10 hits or end when two periods of three minutes, with a one-minute rest between each period, have passed. The first period ends either at the expiration of three minutes or when 5 hits are scored, whichever comes first. During the 1-minute break, ONE PERSON designated by the fencer (team-mate, coach, or parent) may be on the strip with the fencer. Y12/Y14 DE format: Y12 and Y14 DE bouts are 15 touch bouts (three 3-minute periods with a 1 minute break between) During the 1-minute break, ONE PERSON designated by the fencer (team-mate, coach, or parent) may be on the strip with the fencer. • No fence-off for third place; Medals awarded to 8th place. • Fencers are responsible for ensuring accuracy of all posted information and must report errors to the bout committee immediately. This includes club affiliation, division, classification, date of birth, gender, spelling of name, etc . Errors in posted pool results must be reported to the BC immediately (within 5 minutes). Once DE round starts and tableau is posted, the pool results are final and no adjustments will be made. Check all scores before leaving the strip. Fencer signature on pool sheet and DE slip implies accuracy. • Photography and filming is allowed, however NO flash photography is allowed near ongoing competitions. Withdrawal: • Withdrawal during pools: The pools must be fenced through the last bout. A fencer who withdraws, or who is excluded, is scratched from the pool, and his results are annulled as if he had not taken part. • Withdrawal during DE: When for whatever reason a fencer cannot fence or cannot complete his bout, his opponent is declared winner of that bout. A fencer who withdraws does not lose his place in the overall classification of the competition.
